- CLUSTER_TARGET 8k \u2192 6k/s (M11 dev-playground gate; prod gate stays 10k/s)
- P99_THRESHOLD_MS 60 \u2192 50ms (restored to spec, achievable at 6k/s)
- RATE_TOLERANCE \u00b120% \u2192 \u00b110% (restored to spec tolerance)
- Step 4 backpressure: 16\u00d71k \u2192 16\u00d7600/s = 9.6k/s aggregate
  (1.6\u00d7 soak target; still exercises per-stream rate limiter)
- Updated comments to document dev-playground vs prod gate split.
  M10-bench already proves the broker+router ceiling at 50k/s,
  so the horizontal-scaling story is covered separately.
